Job Description for Operations Manager:

The Operations Manager holds a position of authority within NNL supporting the Operations Leader to ensure the company's continued compliance to all regulations governing the nuclear industry and Site Licence Conditions. The role holder shall be responsible for the overall security and safety, including nuclear, conventional, industrial, radiological and environmental, by supporting and managing implementation of Site standards, Policies, Processes and Procedures within their area(s) of responsibility.

The ideal candidate will be experienced in working in a regulatory capacity, holding people accountable, be detail orientated, and able to work to stringent deadlines.

Main Responsibilities for Operations Manager:

  • Demonstrate Effective Command and Control: The Operations Manager shall be responsible for ensuring independence between their Infrastructure Compliance Team and Delivery Functions side of the organisation to prevent any potential conflict between safety and production.
  • Assurance of Safety Management: The Operations Manager shall be responsible for the overall security and safety, including nuclear, conventional, industrial, radiological and environmental, by supporting and managing implementation of site standards, policies, processes and procedures within their area(s) of responsibility. They shall hold their team to account in assisting to successfully discharge this accountability.
  • Incident and Event Management: The Operations Manager shall provide assurance that all events or incidents within their area(s) of responsibility have been investigated thoroughly and appropriate corrective actions have been set and discharged in a timely manner throughout the life cycle of the event. They have the authority to continue to embargo work until they are satisfied the Terms of Reference for the Investigation has been fulfilled.
  • Authorisation of Work Packages for Routine Work: The Operations Manager shall provide authorisation of the work packages for routine work once satisfied with the work pack content. They will make the decision on whether fit to authorise or reject, based on recommendation from the Operational Compliance Officer (DAP) for the area. They shall be the single point of contact responsible for appraising the Site OCM of the work pack, ready for OCM final endorsement.
  • Attendance at Safety Committees: The Operations Manager will attend Safety Committees as a quorate member e.g. Management Safety Committee (MSC) Plant Modification Proposal (PMP) Committee or Commissioning Sub-Committee (CSC). They shall be responsible for peer review and robust challenge of submitted documentation, in order to maintain standards and expectations.
  • Forward Vision: the Operations Manager shall be responsible for assisting the Operations Manager in delivering the company values and vision throughout their team. They shall be expected to maintain a forward vision (6-12 months) to develop and implement the best solutions in the best interests of the Business.
  • Stakeholder Engagement: the Operations Manager shall maintain contact with internal and external stakeholders at a range of levels on issues of local significance and be responsible for disseminating the information to their team (or wider) accordingly.
  • Coaching & Mentoring: the Operations Manager as Subject Matter Expert for their particular area(s) of responsibility shall provide coaching and mentoring to any potential new persons required for succession planning within their Infrastructure Compliance Team. In addition to this the Operations Manager will also assist in the development of any Graduates/Apprentices that may work in their area(s).
  • Management of Facility Availability: Delivery Operations are responsible for deciding when is the best time for the rest of the business to undertake maintenance. The Operations Manager is responsible for ensuring that all plant in service has up to date maintenance, and if not embargoing said plant having given plenty of notice to the business that the plant was going out of date. Where downtime is necessary or occurs through breakdown, they shall be responsible for providing regular communications on status to the Business. 
  • Team EHSS&Q Objectives: The Operations Manager shall be accountable for developing suitable operational biased objectives for the annual EHSS&Q Plan. They shall hold their team to account in progressing and discharging those EHSS&Q team objectives within the annual plan to the desired timescales. They shall be responsible for advising the Operations Leader where any timescales are not going to be achieved and manage any change control required.

Essential Criteria for Operations Manager:

  • Proven supervisory experience over teams undertaking operations within heavy industrial facilities and/or nuclear plants.
  • Compliance professional, educated to degree level (or equivalent), with extensive practical and relevant experience in a compliance role. 
  • Chartered Member of a professional organisation would be desirable e.g. CChem MRSC.
  • Holds IOSH Managing Safely or equivalent as a minimum qualification. NEBOSH General Certificate would be desirable.
  • Must demonstrate an ability to analyse and interpret complex information from several, sometimes conflicting sources, with a proven problem-solving ability in order to make decisions based upon this information.
  • Good financial awareness and proven experience of managing facility operational budgets.
  • Proven experience in developing and managing people and of holding team members to account.
  • Highly motivated with the ability to communicate concepts to diverse audiences with varying skills.
  • Ability to remain calm under stressful circumstances.
  • Proven experience in incident and emergency response situations.
  • A thorough awareness of nuclear, conventional safety and security requirements applicable to their area(s) of responsibility.
  • Demonstrable knowledge of the operational & maintenance requirements associated with their area(s) of control.
  • Requirement to be appointed as a Radiation Protection Supervisor (RPS) as applicable.
  • Requirement to become appointed as a Management of Change Author as applicable.
  • Requirement to become appointed as a Minimum Safety Manning Level (MSML) Author as applicable.
  • Requirement to be appointed as a Task Supervisor as applicable.
  • Requirement to be appointed as a CoSHH Risk Assessor as applicable.
  • Requirement to become appointed to emergency response roles e.g. Incident Controller, Deputy Incident Controller, Access Controller etc.
  • Requirement to become appointed as a Subcontractor Supervisor as applicable.
  • Requirement to become appointed as Incident Supervisor / Duty Manager.
  • Requirement to become appointed as Building Controller as applicable.
  • Ability to obtain SC level security clearance (this includes but is not limited to identity, employment, financial and criminal record checks plus 5 years’ worth of UK residency).

Desirable Criteria for Operations Manager:

  • Thorough awareness of Safety Case implementation methodology.
  • Requirement to be appointed as an Operations Duly Authorised Person (DAP) as applicable.
  • Requirement to become appointed as a PMP Manager as applicable.
